Pacho Herrera, whose full name is José Santacruz Londoño, was a Colombian drug lord and one of the leaders of the infamous Cali Cartel. The Cali Cartel was a major drug trafficking organization in Colombia during the 1980s and 1990s, rivaling the more notorious Medellín Cartel led by Pablo Escobar.
Pacho Herrera was known for his business acumen and played a significant role in the Cali Cartel's operations, which primarily involved the trafficking of cocaine. Unlike the Medellín Cartel, which often employed violence and terror, the Cali Cartel was noted for its more subtle, business-like approach to drug trafficking and its efforts to maintain a lower profile.

Pacho Herrera was captured by Colombian authorities in 1995 and was serving a prison sentence when he was assassinated in November 1998 during an ambush inside the maximum-security wing of a prison in Palmira, Valle del Cauca, Colombia. His death marked a significant point in the dismantling of the Cali Cartel, which had already begun with the earlier arrests and deaths of other key cartel leaders.
